Constitution and Bylaws
Article 1 … Name
This organization shall be known as the American Silkie Bantam Club.
Article 2 … Objectives
Section 1: To encourage the breeding, exhibiting and selling of pure bred Silkie Bantams.
Section 2: To create a cooperative feeling among the Silkie Breeders, encouraging friendship, goodwill and sportsmanship.
Section 3: To sponsor National, District, State and special meets so as to build a greater Silkie Bantam Fancy.
Section 4: To assemble and distribute information on the breeding, husbandry and exhibiting of the Silkie Bantam as to assist our members in the endeavors.
Section 5: To foster a healthy and positive atmosphere for all members with extra emphasis on junior members.
Section 6: To support breeding and exhibiting by the American Bantam Association and the American Poultry Association Standards and supporting the both American Bantam Association and American Poultry Association by maintaining a current membership under the American Silkie Bantam Club.
Article 3 … Membership
Section 1: Any person of good moral repute interested in owning, breeding, exhibiting the Silkie Bantam may be a member in one of the following classes: Individual, Family, Foreign or Junior.
Section 2: Applicants are accepted as ASBC members upon receipt of application and payment of dues.
Article 4 … Quarterly and Special Meetings
Section 1: There will be a meeting of the Board each quarter, to discuss and vote on whatever issues need action for the club. The quarterly meeting will be called by the President, with at least a 14 day notice. Board members must attend 50% of the meetings called during their term, or the position will be replaced by the majority of the Board. A quorum defined as the majority of the possible Board members will be required in order to conduct any club business or vote to decide any club issues.
Section 2: A Special Meeting of the board may be called by the President upon written request from any Board member. A Special meeting called by the President, with at least a 14 day notice. No business other than that specified in the called Special meeting shall be considered at such meeting.
Section 3: The Secretary-Treasurer shall prepare a complete agenda for the meeting and it shall serve as the order of business. There must be a quorum of the majority of possible Board members to decide and vote on issues of the Special meeting.
Article 5 … Officers and Committees
Section 1: Officers shall be: President, Vice-President, Secretary-Treasurer and (7) District Directors.
Section 2: The Board of Directors all elected positions, shall be comprised of the President, Vice-President, Secretary-Treasurer and the 7 District Directors.
Section 3: The President, Vice-President, Secretary-Treasurer and District Directors shall be elected; each term shall be 2 years. All committees shall serve their appointment term by the President for 2 years.
Section 4: State Directors shall be appointed by the District Directors for a term of 2 years.
Section 5: Standing Positions or Committee of the club appointed by the President and shall serve 2 years. All other special committees shall be appointed by the President and serve until completion of committee or for a term of 2 years. The Vice-President shall over see all special committees.

Grievance and Appeals Committee – Consisting of Secretary-Treasurer and two Members
Publicity Director – Consisting of one or more members
Section 6: Any office vacated during the year shall be filled for the remaining of the term by the Board of Directors.
Section 7: The term of office for all elected officers and committees shall began January 1st following the election and shall terminate December 31st two years later.
Section 8: The geographical division of the districts shall be determined by the majority of vote by the Board of Directors and can be changed in any year by the majority vote of the Board to take effect January 1st following the election.
Section 9: No person shall hold office who is not a member in good standing.
Section 10: Any officer, director or committee member who fails to function in office, elected or appointed, is subject to being relieved of position upon a majority of vote by the Board of Directors.
Section 11: No officer, individual or committee shall render the club liable for an amount exceeding the appropriation provided by vote of the Board of Directors.
Section 12: Each committee shall receive instructions from its chairman who in turn can get help from Vice – President and or Secretary-Treasurer. All report and findings shall be reported to the Secretary-Treasurer for recording.
Section 13: A majority vote of the Board of Directors shall be the interpreter of the Constitution and By-Laws.
Article 6… Amending the Constitution and By-Laws
Section 1: All reasonable proposals to amend the Constitution shall be first submitted to the Constitution and By-Laws Committee, The committee shall add its recommendations, and said proposal (s) and shall be published in the club newsletter at least 30 days prior to the next regular meeting of the Board of Directors.
Section 2: Such amendments must be approved by the majority of vote by the Board of Directors. If approved by the majority of the Board of Directors vote, then a ballot shall be sent to the entire membership, where a majority vote of the returned ballets shall rule.
Section 3: Voting on Amendments to the Constitution shall be limited to the same ballot as the election of Officers and Directors, and shall be returned to the Election Commissioner.
Section 4: It is the prerogative of the Board of Directors to change the By-Laws. All suggestion must first be referred to the Constitution and By-Laws committee for study and recommendations to the board. After the Board of Directors approval the proposed changes shall be published in the club newsletter at least 30 days prior to the next regular Board of Directors meeting. Written comments will be accepted from the membership during this 30 day period. Following this, said proposal (s) must be approved by the majority vote of the Board of Directors.
Article 1… Duties of the President
The President shall execute all duties imposed upon him/her at the time of his/her election. He/she shall be a member of and act as Chairman of the Board of Directors. He/she shall see that the Constitution and By-Laws are rightly executed and that the other Officers of the club fulfill their duties correctly. He/she shall call special meetings when requested by the Board of Directors. He/she may appoint all standing committees and special Committees. He/she shall preside at all meetings.
Article 2… Duties of the Vice-President
The Vice-President shall act as presiding officer should the President be absent or unable to act. In case of disability of both President and Vice-President, the Director present with the most years of service as officer or Director shall preside. He/she shall be ex-officio member of all special committees unless otherwise provided and shall appoint Chairman of the various committees of the Club.
Article 3… Duties of the Secretary-Treasurer
Section 1: Duties of the Secretary-Treasurer shall include:
1. Conduction the correspondence of all club and keeping account of the same.
2. Keeping an account of all expenses incurred.
3. Keeping minutes of all meetings.
4. Having charge of all books and paper relating to the office.
5. Collecting all monies due to the Club and keeping a correct account of the same.
6. Issuing all notices of meetings.
7. Keeping a correct list of names of members and their addresses.
8. Acting as custodian of the seal of the Club.
9. Preparing a financial report for each quarter.
10. Counting votes for each quarterly meeting of all Officers and Directors.
11. Helping with the election process for Officers and Directors and amendments to the Constitution and By-Laws as indicated further in these By-Laws.
Article 4… Duties of the Board of Directors
Section 1: The Board of Directors shall have general control of the affairs of the Club at all times as well as enforcement of all rules. In the interval between the quarterly meetings, they shall have the authority to take such actions as necessary when not in conflict with Constitution and By-Laws.
Section 2: The Board shall have a meeting once a quarter with a report going to members via the Club website.
Section 3: Majority of the voting of Officers and Directors (6) constitutes a quorum at all called meetings.
Section 4: The Board of Directors may vote by mail, phone or e-mail on questions requiring immediate attention. A majority vote shall govern. These methods of communication will be used on frequent bases on matters concerning the Club.
Section 5: Each Director shall appoint a state representative for each state or province in his/her district in which there is one or more members. They can also place District Meets of the ASBC with in there representative District with and show of choice, remembering to rotate meet among all states equally. They shall also be responsible for placing State Meets when no State Reprehensive is appointed. Also fill out meet report forms and make an effort to report winners on the website.
Article 5… Duties of State and Provincial Representatives
The State or Provincial representative shall look after the affairs of the Club in the respective State or Province and be encouraged to report back to the Club their concerns. They can also place the State Meet of the ASBC with the show of choice. They shall also fill out meet reports and sent to Points Secretary and make and valid effort to report winners on the website.
Article 6… Manner of Holding Elections
Section 1: Nominations for office of President, Vice-President, Secretary-Treasurer and Directors must be filed in writing by mail or e-mail, with the Secretary-Treasurer no earlier than July 15th and no later than September 15th in the year preceding the election. A confirmation from the Secretary-Treasurer will be sent to the candidate. The Secretary-Treasurer shall post on the ASBC website all nominees for election and will be published in the 3rd Quarter (October) Newsletter.
Section 2: Any member in good standing can submit their intention to run for the position of District Director for his/her district in which they reside. Any member in good standing with one or more years of membership can submit their intention to run for the positions of President, Vice-President and Secretary-Treasurer.
Section 3: The Board of Directors will appoint a Recount Chair prior to the mailing of the ballots to serve in the event of a close election or a recount is requested.
Section 4: The Secretary-Treasurer shall mail to each member in good standing on or about October 15th proceeding the election year, a ballot which shall list the names of offices to be filled as well as names and state of each candidate. Any member joining the ASBC after September 1st of the year preceding the election will not receive a ballot. The ballot will clearly contain the postmark deadline date which the ballot must have in order for it to be considered valid. The postmark deadline for returning ballots will be strictly enforced. All ballots returned to the Election Commissioner without sufficient postage will be returned to sender. Enclosed with the ballot shall be an return envelope addressed to the Election Commissioner with a place in the upper left hand corner for name, address of voter. As ballots are returned the Election Commissioner shall validate membership and deadline date of each ballot received. The ballot envelope shall not be open for seven days after the deadline date, thus giving all ballots time to be received and opened at one time. The ballot envelopes shall be held by the Election Commissioner for not less than 6 months and should request approval of the Board for disposal of said envelopes and Ballots.
Section 5: The names of candidates shall be arranged alphabetically on the ballot. No name shall appear on the ballot for more than one office. Each ballot shall have complete instruction for guidance of the voter. All ballots must carry an indelible in print of the Official ASBC Seal for security purposes. A duplicate ballot shall be furnished upon written request in the event a ballot is misplaced or lost. No change can be made on a ballot once cast or any ballot withdrawn. No ballot shall be counted that has been changed, tampered with or improperly voted. A candidate for director shall be voted on only by members residing in the appropriate district.
Article 7… Duties of the Election Commissioner
It shall be the duty of the Election Commissioner to adhere to the following rules and regulations in the election of officers and directors.
Section 1: No ballots are to be opened until 7 days after the deadline date as set forth in the mailed ballot. The final tally of the votes shall be completed only after the commissioner has opened and counted all ballots.
Section 2: Counting ballots
a. Ballots will be verified for authenticity by confirming the Club Seal imprint is present on all ballots for counting. Any ballot which has been tampered with (erased, scribbled or otherwise defaced) will not be counted, but put aside instead.
b. Ballots shall be assembled and then a count made for each candidate (President, Vice-President, Secretary-Treasurer and District Director).
Section 3: Results of the Election
a. The Election Commissioner shall record the results of the voting for each candidate and report to the Secretary-Treasurer and the current President via phone and e-mail.
b. In the event of a close election, a recount procedure will be as follows: Ballots will be sent to the Recount Chair, as chosen by the Board via UPS signature required. The numerical data will not accompany said ballots. The Recount Chair will follow the same procedures as the Election Commissioner and report the numbers to the Secretary-Treasurer within 5 days of receipt of package.
c. The acting President will notify all candidates of the results via phone.
d. A certification of the final results of all elections on ballots to the Secretary-Treasurer.
Section 4: Other Duties
Any other action of the Club requiring a vote by mail or as requested by the Board of Directors shall be included in the duties of the Election Commissioner.
Section 5: Breaking of a Tie Vote
a. In case of a tie vote for any office the Secretary-Treasurer and the Election Commissioner shall contact the acting President to break the tie vote.
b. In the case where an incumbent office holder is involved in a tie vote, the incumbent shall be declared the winner.
Article 8… Duties of the Committee on Grievance and Appeals
Section 1: This committee shall have charge of all complaints by members against members. The complaint shall be in writing to the ASBC Secretary-Treasurer and postmarked within 14 days of the occurrence. The Secretary-Treasurer shall forward this complaint to this committee, a fair hearing shall be given and a timely decision made. A majority shall rule. The member involved may appeal the decision in writing to the Secretary-Treasurer and President asking for an appeal hearing before the Board of Directors at their next meeting.
Article 9… Duties of the Constitution and By-Laws Committee
All proposals to alter or amend the constitution or By-Laws shall be submitted to this committee first, for study and recommendation.
Article 10... Duties of the Points Secretary
Section 1: The Points Secretary shall receive and verify all show reports for accuracy and membership.
Section 2: Figures and records points won in completion as allowed by the ASBC.
Section 3: Updates member’s points each quarter and sends updated reports to the Secretary-Treasurer for uploading to the ASBC website.
Section 4: Keep and update all points for Master Breeder and Master Exhibitor awards and notify the Secretary-Treasurer when an award is due.
Section 5: Verifies that all show reports are turned in within 90 days of show date. If report forms are not turned in within allotted time reports will be considered void and no points will be given.
Section 6: show reports received past one year of date of show will not be valid and no points will be accrued.
Section 7: Shall notify the Awards Directory when other awards for meets are due to members.
Article 11… Duties of the Meets Secretary
Section 1: Receives both automated and written request for all meets of the ASBC and post them to the calendar on the ASBC website.
Section2: Contacts and gets approval from District and State Representatives for all District and State meets and post meets to the calendar. After a period of 10 days and no response is received from District or State Representative the Meets Secretary may approve the requested meet and add it to the calendar.
Section 3: Approves and post all Special Meets to the Calendar as well as contacts and mails or e-mails all meet forms and catalog information to club secretaries.
Article 12… Duties of the Webmaster
Section 1: The Webmaster has control of all updates and additions to the ASBC website.
Section 2: Creates ad spacing for members who purchase advertising space for website.
Section 3: Post all Minutes, Newsletters and Year Book to website in a timely manner. Also post Quarterly updates to the Points as received from the Points Secretary.
Section 4: This position may be stand alone or combined with another position and may be shared by more than one member.
Article 13… Duties of the Newsletter Editor
Section 1: The Newsletter Editor is responsible for publishing 4 quarterly newsletters per year for the ASBC and its members.
Section 2: Responsible for gathering information for each newsletter from members, Officers, Directors and Club, including Secretary-Treasurer.
Section 3: Must submit newsletter to all offices of the Board for proofing prior to printing.
Section 4: Send final draft to the Secretary for mailing, e-mailing and posting to the website.
Article 14… Duties of the Yearbook Editor
Section 1: Work with the Secretary-Treasurer to publish a yearly yearbook in which list all members of the ASBC.
Section 2: Gather information form members to support the Silkie breed and breeders as well as pictures and adds to support the printing.
Article 15… Duties of the Awards Director
Section 1: The Awards Director shall oversee all awards representing the ASBC.
Section 2: Shall order; send out all awards to members.
Section 3: Shall work with and advise committees on awards for National meets.
Section 4: Shall send all receipts and invoices to Secretary-Treasurer for payment and recording.
Article 16… Duties of the Store Director
Section 1: The Store Director shall over see all ASBC store inventory.
Section 2: Shall order, ship out and advise the Secretary-Treasurer when qualities are low and needs to be reordered.
Section 3: Shall submit a quarterly inventory list of all items to the secretary to present to the board.
Section 4: Shall work towards new ideas and items to sale for support of the ASBC.
Section 5: Shall receive, fill and ship all store orders as received.
Section 6: Shall send all receipts and invoices to Secretary-Treasurer for payment and recording.
Article 17… Duties of the Junior Director
Section 1: The Junior Director shall be in charge of all things with juniors and Juniors Program as outlined here in.
Section 2: Shall Keep the Board updated with all concerns to the juniors and the Junior Program.
Section 3: Shall write an article for each quarterly Newsletter.
Article 18…Duties of the Publicity Director
It shall be the duty of the Publicity Director to develop plans for publicizing the ASBC in the most positive manner as possible to reach potential new members and to retain interest of current membership, using practical approaches within the means of the ASBC budget. They shall also act as welcoming committee to all new members as well as to assist the Year Book editor and Secretary/Treasurer in collecting ads for the Website, ASBC Year Book and ABA Year Book. The duties may be split between more than one member and all shall be appointed by the President. A quarterly report shall be given to the Board of Directors to approve plans set forth by the Publicity Director (s).
Article 19… Duties of other Committees
Section 1: All committees shall be appointed by the President and will report to the Board.
Section 2: All committees appointed other than Standing Committees shall be chaired by the Vice-President or a member of the Board as appointed by the President.
Section 3: Members will enter into a committee in good faith, recognizing and accepting that some donation of time and effort will be necessary to achieve the committee’s goals.
Article20… National Meets
Section 1: The National Meets shall be the most important meet of the Club.
Section 2: The National Meets shall consist of two meets, one Eastern National and one Western National.
Section 3: National Meets will be held within the year between January 1 and December 31.
Section 4: The dividing line for the two nationals shall be the western state line of Missouri and north and south of that line.
Section 5: The location of the National Meet will be chosen by the Board of Directors with consideration giving to allowing the meets to be rotated around the country with priority given to the clubs offering and the best representation of silkies and members. All areas of the country will be considered for the placement of these meets.
Section 6: Bids from clubs shall be turned in to the Secretary/Treasurer during a period of May 15 and June 15 of each year for the following years National Meets.
Section 7: Placement of the National Meets shall be voted by the Board at the July Board of Directors meeting.
Section 8: The Secretary/Treasurer shall notify the placement of the Nationals by e-mail and announce it on the club website.
Section 9: No other meet higher than a Special Meet may be held the same day as a National Meet that is closer than 250 miles.
Article 21… District, State and Special Meets
Section 1: There shall be one District and one State meet each year, not to be held at the same date or location.
Section 2: District and State meets can be requested by any member through the Meets Secretary. The Meets Secretary will contact the District and/or State representative for approval of meet. The District and State representative can choose where to place their meet.
Section 3: A Special Meet can be requested by any member through the Meets Secretary. If a double show a Special Meet can be held at each Judging. A Special meet can also be held in conjunction with a National, District and State meets.
Article 22… Manner of Making Awards
Section 1: Awards are limited to members in good standing of the ASBC.
Section 2: All awards are open to completion of all members.
Section 3: All Disputes on awards not covered by rules will be decided by the Board of Directors and the findings shall be reported to the Secretary/Treasurer and the Awards Director.
Section 4: The ASBC reserves the right to substitute any and all awards it offers but not able to obtain. The substitute shall be of equal value to the award offered.
Section 5: The Board of Directors shall make and approve any and all changes to awards offered by the ASBC.
Article 23… Dues
Section 1: Dues for annual membership shall be $20.00 for individual membership, $25.00 for family membership, $20.00 juniors (under 18) membership and non U.S. membership $25.00 per year.
Section 2: The Board of Directors can change dues or dues structure by a majority of vote, providing the proposal was published in the newsletter and on the club website and no action is taken soon than 30 days following publication.
Section 3: Those whose dues are in arrears more than 30 days from their join date shall be removed from membership list.
Article 24… Regrouping of District, States and National Meet Dividing Line
Section 1: Regrouping of Districts, States and National Meet alignments can be made upon request of the board in 5 year intervals.
Section 2: Proposed changes must be approved by the Board of Directors and be published in the Newsletter and club website at least 30 days before members vote. A majority of the members vote shall rule.
Section 3: Proposed changes shall be voted by the membership in conjunction with the elections of officers.
Section 4: District alignment shall be set as follows:

Connecticut, Delaware, District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont
• District 2
Alabama, Florida, Georgia, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, West Virginia
• District 3
Illinois, Indiana, Iowa, Kentucky, Michigan, Minnesota, Ohio, and Wisconsin
• District 4
Arkansas, Kansas, Louisiana, Missouri, New Mexico, Oklahoma, Texas, Nebraska
• District 5
Colorado, North Dakota, South Dakota, Utah, Wyoming, Canada, New Zealand, Bermuda, Int' Countries
• District 6
Idaho, Montana, Oregon, and Washington
• District 7
California, Nevada, and Arizona
Article 25… Master Exhibitor Program
Section 1: When a member, over a period of time, but not less than 5 years, accumulates over 10,000 points, he or she becomes a ASBC Master Exhibitor. Competition is limited to members of the club.
Section 2: Any changes to the Master Exhibitor Program shall be made by the board, with a majority of vote of the Board of Directors.
Section 3: Members must be in good standing of the ASBC in order to accrue points and receive awards.
Section 4: The Master Exhibitor Program shall be set as follows:
• When an exhibitor earns 10,000 points, over a period of not less than 5 years he or she will be awarded Master Exhibitor Status.
Points are earned according to the following:
• Best Of Variety: 10 points x Number of Silkies shown IN THAT VARIETY
• Reserve of Variety: 5 points x Number of Silkies shown IN THAT VARIETY
• Best of Breed: 15 points x TOTAL SILKIES SHOWN
• Reserve of Breed: 10 points x TOTAL SILKIES SHOWN
• Feather Leg Champion 100 points
• Feather Leg Res. Champion 50 points
• Champion Bantam: 200 points
• Reserve Champion Bantam: 150 points
• Show Champion: 300, Reserve show: 250 points (when standards and/or waterfowl are present)
• Only 1 Master Exhibitor Award prize will be given to a member.
• When Master Exhibitor status is achieved they will be listed in the next newsletter and posted on the ASBC website.
AOV points shall be added to Master Exhibitors totals only. No Master Breeder points shall be given to any AOV.
AOV is defined as any variety not recognized in the Standards of either ABA or APA. Correct term is Non Standard Variety.
•Best AOV = 10 points X total number of AOV entered.
•Reserve AOV = 5 points X total number of AOV entered.
•If judging fails to choose a Best or Reserve AOV or if Best or Reserve AOV are not marked on show report sheet no points shall be given.
Article 26… Master Breeders Program
Section 1: When a member, over a period of time, but not less than 5 years, accumulates over 100 points in any variety, he or she becomes an ASBC Master Breeder. Competition is limited to members of the club.
Section 2: Varieties in competition for Master Breed award are those recognized in and by ABA/APA. Any new varieties add by the ABA or APA shall automatic add to competition and accrue points. Varieties are known as; Bearded/Non-bearded White, Bearded/Non-bearded Black, Bearded/Non-bearded Buff, Bearded/Non-bearded Blue, Bearded/Non-bearded Splash, Bearded/Non-bearded Gray, Bearded/Non-bearded Partridge, Bearded Self Blue, Bearded White Naked Neck.
Section 3: Any changes to the Master Breeders Program shall be made by the board, with a majority of vote of the Board of Directors.
Section 4: Members must be in good standing of the ASBC in order to accrue points and receive awards.
Section 5: The Master Breeders Program shall be set as follows:
• This program recognizes breeders' accomplishments by Variety.
• To receive Master Breeder status in any variety the exhibitor must receive 100 points over not less than 5 years.
• Points are awarded as follows:
• Reserve Variety = 1, Best of Variety = 2, Reserve Breed = 3, Best of Breed = 4,
Reserve Champion Feather Leg = 5, Champion Feather Leg = 6, Reserve Bantam=7, Best Bantam=8, Reserve Show Champ = 9, Show Champ = 10
• Members must be in good standing with the club in order to garner points as well as receive award.
• The Master Breeder Award will be presented no later than 6 months following the completion of requirements.
• Only 1 Master Breeder Award prize will be given to a member.
• When Master Breeder status is achieved in any variety they will be listed in the next newsletter and posted on the ASBC website.
Article 27… Junior Program
Section 1: When a junior member, over a period of years, accumulates points, set within, he or she may master the Junior Program of the ASBC. Competition is limited to members of this club.
Section 2: Any changes to this program shall be presented by the Junior Director to the Board of Directors and upon a majority of vote changes shall be made.
Section 3: Members must be in good standing of the ASBC in order to accrue points and receive awards.
Section 4: The Junior Program shall be set as follows:
The Junior Program shall be for Youth between the ages of 6 through 17. At the age of 18 juniors shall be moved into the Adult membership. All points earned as a junior will be sealed and shall not transfer to the adult program. Membership for individual members as juniors shall be $20.00 per year. Junior membership can also be received through Family membership of $25:00 per year.
To pursue, the growth and knowledge of our youth members in the ASBC.
To teach and educate, breeding, exhibiting and showmanship of the Silkie Bantam.
To reward our youth for their achievements through the ASBC.
To maintain all records of the Junior Program and to grow it as needed. Act as a welcoming committee to all new junior members. Keep points records for Achievement Program and know when Jr. Master Breeder’s points are earned. Over see Scholarship program. Create awards for Junior Master Exhibitor and Junior Master Achievement Programs, order and send out to all juniors who have achieved award status. Create a welcome package for all new juniors and send them out. Also Director may assist the national Meet committees to develop awards for juniors at National Meets. Submit an article for the junior section of the ASBC Quarterly News Letter and on website page.
Note: District and State Reps. should create their own junior awards for meets in their area.
Junior Master Exhibitor
Master Exhibitor status will be reached when a junior member earns 10,000 points. Points will be from show wins, participation in showmanship and must work with an adult mentor. Showmanship points shall be 100 points per completed class, a signed sheet by a show official must be turned into Director to received points. Mentor points, 100 additional point shall be received when an adult mentor has been chosen and a sign sheet by mentor must be turned into Director to receive points. All show wins must be turned in on ASBC show reports and turned into Points Director. All show points shall be awarded by the same points system used for the general Master Exhibitor program. Also a letter of conformation must be received from mentor to receive award once points have been achieved. Award shall be issued within 6 months of earning achievement. All existing points earned shall be grandfathered in to new program.
Junior Master Achievement
Master Achievement status will be reached when a junior member earns 1000 points. This shall be achieve from points earn from performing and being active in APA/ABA Youth Program and adopting a mentor. Juniors must join the APA/ABA Youth program and complete the first level which is the Coop Tender Award. All juniors should adopt a mentor to aid them in learning their skills to breed, raise and show Silkie Bantams. Documents of these actives will need to be filled out and signed and turned into the Junior Director to received credit points. Also a letter of conformation must be received from Mentor to receive award once points have been achieved. Award shall be issued within 6 months of earning this achievement. All existing membership into the APA/ABA shall be grandfathered in and upon receipt of signed form or proof of membership points shall be awarded.
Joining the APA/ABA Youth Program: 100 Points
Choosing a Mentor: 100 Points
Coop Tender Level Completion: 800 Points
A Scholarship Award shall be earned by a deserving Junior Member at the end of his/hers tender as a junior member. To earn the Scholarship Award Junior members who are of the age of 17 and will be moving to Adult level members will be required to show proof of college entry and write and send in an essay to the Junior Director, if more than one candidate qualifies then Junior Director shall send all essays to the ASBC Board Directors to choose the winner. Only one Scholarship Award to be given out when qualifying members arises.
Award for Scholarship Award shall be: Not more than $200.00 and not less than $100.00
Note: Award will be determined by quality of essay and will be received only when proof of college entry is received.
A separate financial record shall be kept by the ASBC Secretary/Treasurer for junior monies and reported to the Board at regular meetings and copies sent to the Junior Director for budgeting.
Monies for Junior financing shall come from: All Junior Membership, a portion of Family membership that includes Youth members of not more than $5.00. Any monies collected or specified for the Junior Program.
Monies spent only buy Junior Director and full account of receipts shall be mailed to ASBC Secretary/Treasurer.
Article 28… Life Achievement Award
Section 1: This is the highest and final level of achievement for members competing in the ASBC system. It recognizes both long-term commitment to the Silkie Bantam and the ability to compete with a winning status of the ASBC Masters programs. It also may be given for long-term commitment to the ASBC and the work contributed directly to the Club.
Section 2: The Life Achievement award may be awarded with the following guide lines:
1. Must be a member in good standing of the ASBC.
2. Must have completed no less than 10 years membership consecutively in the ASBC.
3. Must have completed Master Breeder in at least one variety and Master Exhibitor status in the ASBC.
4. Must have successfully achieved to the commitment of the Silkie Bantam and the ASBC.
Section 3: The Life Achievement winner (s) shall receive his/her award plus be listed on the website and posted on the forum and Newsletter.
Article 29… ASBC Members Code of Conduct Laws
The Board of Directors will review the current ASBC Members Code of Conduct in an annual basis. The Code of Conduct requirements will be published on the club website. If an ASBC member is reported in violation of these rules, their membership will be reviewed and recommendations as to their membership privileges will be made by the majority vote of all Board of Directors. The vote of the Board of Directors will be final.
Article 30… Order of Business
Roberts Rules of Order shall be the parliamentary guide of this American Silkie Bantam Club, subject to the requirements of the Constitution and By-Laws.

Code of Conduct
Since beginning if the American Silkie Bantam Club (ASBC) in 1923 and then its reorganization in 1931, we have grown into a strong, vibrant and respected club.
The strength and vitality of the ASBC must be preserved for the current membership and future generations by promoting values such as integrity, education in promoting purebred Silkie Bantams, service to the ASBC, and promoting friendships, ect..
Code of Conduct Purpose:
1. Provides a democratic and orderly process to address activities that may have a negative impact to the integrity, operation and long term health of the ASBC.
2. Promotes values that maintain the strength and longevity of the ASBC.
Grounds for Disciplinary Actions:
1. Theft or any other action that impacts or compromises the financial integrity of the American Silkie Bantam Club.
2. Organized or individual attempts to purposely slander or discredit the integrity or stature of the American Silkie Bantam Club, its Officers, Directors and/or Members.
3. Misrepresentation of the American Silkie Bantam Club credentials, logo, property, ect. for the purpose of personal gain.
4. Discrimination and Harassment based on race, color, religion, gender, sexual orientation, national origin or any other class.
5. Violence or threatened acts of violence.
6. Any additional actions that results in a significant negative impact to the American Silkie Bantam Club.
Procedure for Addressing Code of Conduct Violations:
1. The Committee of Grievance and Appeals will conduct an appropriate hearing to validate or disprove any of the above violations.
2. The findings of the committee and recommendations shall be reported to the Board of Directors to be discussed at the next meeting of the board.
3. Recommended disciplinary actions must be passed by a majority vote of the Board of Directors.
4. Disciplinary steps as agreed upon by majority vote will be communicated by the President of the American Silkie Bantam Club.
Any member who fails to maintain adherence to the ASBC Code of Conduct is subject to disciplinary action, including but not limited to the following in any order or combination:
1. Verbal warning issued by the President and/or Vice-President or other officer of the ASBC.
2. Written warning issued by the ASBC.
3. Membership suspension for six months or greater as determined by the ASBC.
4. Membership suspension for one year or greater as determined by the ASBC.
5. Permanent membership suspension as determined by the ASBC.
All final disciplinary actions and decisions are up to the complete discretion of the Board of Directors of the ASBC. The ASBC may modify and/or update any portion of this Code of Conduct at any time.
